The weakest, on purpose and by nature. Spyglass is a view, not power, and the radius of the stone is now 10% a rank, so it is the only Utility capstone that is felt every time the key is held. The Utility stones were already the weakest picks and still are. Raising them was not attempted: a capstone that is only ever felt in one place is the right size for a stone that is felt in one place.
