A rail never takes slots away. Lowering
RailWidthorRailHeightdoes not narrow a post that still has a rail standing beside it - break the rail and build it again to apply the new number. Without that floor a player carrying their own copy of the file and connecting to a host withEnforceConfigoff could be handed ownership of a railed post and narrow it for everybody, with the rail still standing and nothing anywhere saying why.
